Director of Programs
(Full-time Exempt Salaried Position)

Join our dynamic team as we engage first responders, tribes and other stakeholders in eliminating human trafficking through solution-based knowledge and trauma-informed strategies, and to empower survivors to heal and build self-sufficient affirming lives.

About the Organization

Innovations Human Trafficking Collaborative (Innovations HTC) is an Indigenous and survivor-led social justice non-profit based in Olympia, WA. We are action-focused and we strive to create system-based solutions to identifying and responding to incidents of human trafficking, both sex and labor. Innovations HTC puts emphasis on healing the whole person through indigenous knowledge and practices. Our goal is to ensure that the voices of those with lived experience are elevated and inclusive of all forms of exploitation.

Innovations HTC is a nationally recognized and quickly growing non-profit organization. We are expanding our programming in local, state, tribal and national reach. We are located in the
Thurston County Family Justice Center and believe in the collaborative power of social justice champions.

● Participate in the planning and delivery of overall programs and their activities in accordance with the mission and goals of the organization.
● In partnership with the Executive Director, develop new initiatives to support the strategic direction of the organization.
● Develop and implement long-term goals and objectives to achieve successful and measurable outcomes for Innovations HTC’s programs.
● Develop and implement policies and procedures to align programs and projects with grant requirements and deliverables.
● Develop and implement a program monitoring and evaluation framework to assess the strengths of Innovations HTC’s programs and to identify areas for improvement.
● Draft funding proposals and reports for Innovations HTC’s programs to ensure the continuous delivery of activities and services.
● Provide supervision to the Innovations HTC programs team (currently 3 full-time and part-time staff)
● Work with Innovations HTC’s grant writing and development team on grant renewals and new grant applications.
● In partnership with the Executive Director, ensure continuing positive and impactful working relationships with partner organizations, task forces and working groups.

Program Leadership

● Ensure activities align with the organization strategic plan, mission statement, core values and policies.
● Ensure that program activities comply with all relevant federal, state and local laws and professional standards.
● Ensure administrative procedures are in line with contracts, funder requirements and agency policies.
● Coordinate operations and service delivery between Innovations HTC programs and projects to increase efficiency and impact.
● Develop an effective data collection and process monitoring system to track the performance of program activities, and compile outcome evaluation reports.
● Oversee the collection and maintenance of records for reporting purposes according to the confidentiality/privacy policy of the organization and the funding agency.
● Oversee assigned programs, program-related activities and program/project staff for the organization.

Develop and continue strong working relationships with stakeholders and community partners to gain support for Innovations HTC’s programs and solicit input for program improvement plan.

Program staffing

● Work with the Human Resources Consultant to ensure implementation of human resource policies, procedures and practices of the organization.
● Ensure that personnel files for program staff are properly maintained and kept confidential. In partnership with the Human Resources Consultant, implement a performance management process for assigned program staff.
● Ensure that program staff receives an onboarding process and training that includes appropriate orientation to the organization, its programs, and relationships with partner organizations.
● Supervise program staff by providing strong support and direction around program/project activities, and consistent feedback around performance improvement. Nurture a strong and supportive team environment.

Ensure accountability

● Ensure program/project policies and procedures are aligned with all grant funding requirements and staff is adequately trained in these areas.
● Monitor quantitative and qualitative data collection for program/project monitoring and donor/funder reporting, including grant funding spend-down.
● Draft reports on Innovations HTC program activities and outcomes, for review by the Executive Director, and Board of Directors, for submission to funders.
● In collaboration with the Executive Director, communicate with funders as outlined in funding agreements.
● Coordinate with the Executive Director to monitor and approve all expenditures, ensuring that all programs operate within approved budgets.
● Ensure all financial records for programs and projects are current.
● Ensure financial reports and supporting documentation for funders are prepared as outlined in funding agreements:

o Comply with the annual budget and operating plan to support Innovations HTC programs, providing detailed receipts for expended funds.
● Provide required information to have invoices generated and submitted to funders according to the established timelines.
● Monitor the delivery of programs’ approved activities on a regular basis and conduct outcome evaluations according to the program evaluation framework.
● Report process and outcome evaluation findings to the Executive Director and recommend changes to enhance the program, as appropriate.

Community relations

● Ensure excellent community relationships are developed, cultivated and maintained with partners/interns/volunteers and funders by attending/hosting events and meetings.
● Initiate and set goals for program activities according to the strategic objectives of the organization.
● Attend/co-host Thurston County Human Trafficking Taskforce, Domestic Violence and Sexual Assault Taskforce, and other necessary community stakeholder meetings, as identified.
● Assess the community and issue landscape to identify new opportunities for community partnerships, working groups, projects and grant submissions.

Bachelor’s degree, preferably in a social service-related field,
● Minimum five years’ experience in program management, preferably within the field of social services.
● Preference for prior experience as a program director or other managerial position, with supervisory responsibilities Thorough understanding of project/program management techniques and methods, including Logic Models or other program/project management tools.
● Preferable understanding of trauma-informed project/program management techniques and methods.
● Experience in the development and facilitation of stakeholder collaborative groups, including recruitment of members, meeting scheduling and leadership, and tracking progress.
● Demonstrated knowledge of program and project evaluation techniques, including metrics development.
● Knowledge of building new programs and implementation them.
● Experience working with grant deliverables and budgets, ensuring full compliance.
● Strong experience in drafting grantor and funder reports
● Extensive experience in team management, providing directive and supportive supervision to program staff, in-person and remote.

Working Conditions

● The Program Director typically works in an office environment but can occasionally work remotely depending on situational demands. The organization’s mission may sometimes require attendance at non-standard workplaces.
● The Program Director typically works a standard work week but may be required to report on occasional evenings and weekends.
● The Program Director reports to the Executive Director.
● In addition to program staff supervisory responsibilities, the Program Director will be expected to work closely with other Innovations HTC staff on program/project related tasks.
